The Captain of *Morning's Breeze* had just offloaded his cargo when there 
was a flurry of activity on the docks of Generica.  Captain (he had another
name once, but it had been so long since it had been used that he didn't
remember it any more) recognized one of the people on the dock as a member
of the City Guard.  Sensing that something must be amiss, he sent his
first mate, Bill [NPC], toward the crowd to inquire what was going on.

Barnacle Bill, first mate of *Morning's Breeze*, approached the
guardsman and asked, "Wha's going on?  Problems in the city?"
