He had been putting it all together and concluded that Parnacus must be deeply involved with the evil running around Generica (Slavers!?! YUCK!). This meant that the watch had stooped below its previous level of corruption to drop to all new lows. Looking about the bazaar it was evident that the merchants in the Low City were just getting poorer and poorer. What's more, even though Creft the Fence was not generally well-liked, Creft had provided a certain stable source of supply which these merchants now found running dry. More and more Low City theives were trying to pawn their own goods instead of running through the old distribution channels. As a result stolen goods were being devalued already, so theft was quickly on the rise. The watch had become loose as well. Like most enforcement bodies, members of the watch took pride in being on the "right" side of the law even if some of their enforcement policies occasionally seemed to cross the line. Kron's dismissal had hit the force hard and members of the watch were not circulating in the city like they normally did. This made the low-life scum of the Low City even more venturesome, and, though it was hard to believe, even more dangerous. The long and short of it was that the inhabitants of the Low City were feeling pretty threatened by life. Even though most were aware that Parnacus was basically untouchable, it was widely recognized that he was responsible for many of their problems in the past two weeks. The time was ripe for action and Captain had unknowingly stumbled into the middle of it. Captain stopped a boy who was carrying a torch and held the torch up into the air as a way to get attention. He waved the torch and the wind of that motion caused the flame to flicker and clap to itself as it consumed the wood. A few small drops of oil dropped from the torch and burned briefly in a small fiery storm around Captain. "It is time for the Low City to put a stop to the maurading members of the watch!" Immediatly eyes centered on the Captain. Many of the Low City "merchants" felt that the watch infringed on their right to trade when they shut down opium dens or put someone in jail for selling goods to which he shouldn't have had access. "Men of the Low City, listen closely: Men of the watch have come into your part of the town and slain an innocent man!" Murmers of "Kron" could be heard from the swiftly gathering crowd. "No! I am not talking of Kron. He is truly innocent, rather, I think the blame lies with Parnacus." Again the crowd started to mutter, "-- Untouchable -- Can't kill him yet -- mother -- must be -- damn watch -- " Captain stirred the fires some more, "If the watch won't keep themselves in their place, then it is up to us to remind them of what happens when they ignore their duty!" Now the crowd was full and cries of "YEAH!" and "GET THE LOUSY BASTARDS" started to fill the air. Thieves throughout the Low City sensed trouble and moved toward it. Civil disturbance always rewards those with the least regard for the law. Captain began to sense that he may have gone too far, his attempt to call for a full investigation seemed to be getting out of hand. "We must call for a detailed review of the events surrounding Creft the Fence's death, and we must do it as one." A tall, wide man stepped out of the crowd. His torn clothes attested to his recent interaction with the dangerous side of the Low City. "INVESTIGATION? We don't need no stinkin' INVESTIGATION! We know what the story is! We need to go smoke out the watch and watch them wriggle on the ends of our spears! What we need is a SOLUTION, not some stupid INVESTIGATION!" With that he tore the torch out of Captain's hand and started to march up the avenue of forgotten heroes. The massing of light and its motion up the avenue of unknown heroes was clearly visible from the towers on the city wall, and as the angry mob started to move out of the Low City the wall Alarm Bells began to ring... -- Captain
