Not at all sites, it's not.  So perhaps it should be created at those sites
for which it is bogus?  Despite being originally a miscreation of alt.pub.,
it has now acquired its own inhabitants, who don't want to join with alt.pub.
and are annoyed that they are considered the same at many sites.

Your decision...remove it if you wish, create it if you wish, but aliasing is
causing problems.
