I can be a fairly overbearing and ineffectual bureaucrat, and I'm confident everyone else can make life pretty miserable for the locals too...all while acting basically nice! For example, we could have the local watch beat a few people senseless, and then one of us comes along and stops it. , Anyway, it would be ideal if we could create considerable unrest. Then, we let BD come in as a liberator...with a bit of ...shall we say...political education...the old hierarchy won't be mourned. Indeed, the people, bless their fuzzy little heads, will demand that we seize the government. And, we can set up 'block committees' and so forth to prevent 'counterrevolutionary' and 'reactonary' forces from betraying the glorious new order. Also...we'll discredit the current religious leaders. We can seize the assets of the wealthy, the current leadership...even the church... all in the name of 'Returning the property stolen by the blood sucking oppressors and their running dogs'...or whatever sounds best! We'll keep our cut of course; it should be easy enough to launder it. Once we have the various elements in place...secret police, a population used to informing on each other, an authoritarian government...well, it's only a small step to upgrade BD to god status like I promised. Anyone opposing us will clearly be insane; and we, enlightened leaders that we are, will see to it that they receive the help they need...even if they don't realize they need help...
